Job Description

Duration: 12 months

BACKGROUND:

The Puntland Non-state Actors Association (PUNSAA), was formed in 2008 to provide a forum through which Puntland non-state actors (NSAs) can participate in and influence policy and decision-making processes at local, state, regional and international levels. PUNSAA brings together a wide range of non-state actors from across the regions of Puntland including non-governmental organizations, community-based organizations, business associations, and different categories of professionals, such as teachers, lawyers and doctors. Through its work, PUNSAA provides a venue in which people can debate views and organize themselves to promote shared objectives and values. PUNSAA helps citizens to raise their voices to be heard and to be participated in political arena and to make government more accountable. By doing so, the Platform complements and works closely with representative bodies such as Parliament, International Non-government Organizations (INGO), local Non-government Organizations, Community Representatives and News-Media quarters, etc.

Duties and Responsibilities:

The Program Coordinator shall among other duties, assume the following responsibilities;

  • Organize meetings with various internal (PUNSAA members) and external actors in and outside Puntland.

  • Implement and/or facilitate workshops, forums and consultations and dialogue exercises under taking by the PUNSAA

  • Assist in the development and implementation of a range of awareness raising and training activities for representatives from distinct NSA groups, government and donors

  • Contribute to the development and implementation of PUNSAA’s internal organizational development, policy dialogue and advocacy strategies.

  • Assist in the development of concept notes, implementation strategies and the corresponding budgets.

  • Set the agendas of the ordinary and extraordinary BoD and GA meeting

  • Conduct re-mapping exercises on the various NSAs/civil society groups in Puntland

  • Interface and collaborate with relevant non PUNSAA civil society representatives, government and donor community (particularly European Commission) to address the identified gaps timely and accordingly.

  • Develop public awareness materials and training manuals for TWGs in Puntland.

  • Carryout trainings on the respective thematic areas to the TWGs

  • Facilitate and document broad based public consultation meetings in the Nine regions of Puntland.

  • Lead, advice and facilitate all activities that TWGs are undertaking, and ensure all activities and plans are contributing to PUNSAA’s advocacy strategy

  • Ensure that the TWGs, secretariats and PUNSAA members have enough understanding on thematic areas status in Puntland and help to develop their strategies and action plans.

  • To carry out any other assignment that the executive director and/or chairperson reckon necessary.

  • Prepare monthly, quarterly progress reports and submit to the PUNSAA Executive Director in a timely manner.

  • To ensure that accurate and well written records of meetings and processes are kept and distributed to relevant actors.

  • With the support of the secretariats and the EWG/AWG the Program Coordinator will produce a final synthesized report in the last month of the project duration.

  • To assist thematic working groups to provide feedback to PUNSAA constituency organizations on PUNSAA thematic areas policy positions.

  • Demonstrates openness to change and ability to manage complexities;

  • Leads teams effectively and shows mentoring as well as conflict resolution skills;

  • Remains calm, in control and good humored even under pressure.

Requirements (Qualifications competences and Experience):   

  • Bachelor degree in Social Science, plus a minimum five years of relevant experience in the field of the civil society organizations and associations – work experience in conflict or post-conflict areas in Somalia – is an asset.

  • Demonstrated experience working with government and development partners in human development undertakings;

  • Familiarity with the situation in Somalia – political, socio-economic, government and research – would be an added value;

  • Demonstrated experience in qualitative and quantitative analysis as evidenced by types and scope of research studies, surveys, assessments conducted and reports prepared;

  • Computer skills in quantitative and qualitative analysis would be an asset;

  • In-depth knowledge of local conditions and developments in Somalia;

  • The candidate must have good team working skills.

  • Actively works towards continuing personal learning and development.

  • Demonstrates openness to change and ability to manage complexities,

Language skills:

  • Fluent Somali and English proficiency both oral and writing
